National Cyber Security Centre Annual Report 2025: Consolidated structures, stronger impact

16.02.2026 - The National Cyber Security Centre (NCSC) reflects on a year of consolidation and of strengthening its operational capabilities. A significant milestone was reached in 2025 with the introduction of the reporting obligation for cyberattacks on critical infrastructure. The annual report published today provides an overview of the NCSC's activities and highlights key developments, demonstrating how the NCSC contributes to strengthening cybersecurity in Switzerland.

In 2025, the NCSC further strengthened its role as the central point of expertise for cybersecurity in Switzerland. It optimised its core processes and strengthened strategic cooperation within the Federal Department of Defence, Civil Protection and Sport (DDPS) as well as with external partners. Two years after becoming a federal office, the NCSC now has a solid foundation in place to fulfil its core mandate of strengthening cybersecurity in Switzerland effectively.

Key figures at a glance

Figures from the NCSC show that cyber risks are firmly on Switzerland's radar. In 2025, 64,733 voluntary reports of cyber incidents were processed, which is around 2,000 more than in 2024. By the end of the year, the NCSC had received 222 reports under the reporting obligation for operators of critical infrastructures, which had been introduced on 1 April. The Cyber Security Hub (CSH), which now has around 1,600 members, serves as the central reporting platform. In addition, the NCSC received 2,347,618 reports of suspicious websites, which is double the number received the previous year. In 2025, a total of 525 vulnerabilities were also reported by ethical hackers – which is an increase of 41% compared to the previous year.

The NCSC's total expenditure amounted to CHF 18.4 million in 2025, covering personnel, operating, and material costs. The NCSC currently employs 71 staff members.

Strengthening preventive cybersecurity and implementing the NCS

Raising awareness and preventing cyber threats are among the NCSC's core tasks. In 2025, the Centre took a further step to strengthen preventive cybersecurity by developing the Cybersecurity and Resilience Method (CSRM). To promote cyber resilience, the NCSC collaborated with its partner network to develop an emergency plan, practical support tools, and a tutorial. To raise public awareness, the NCSC ran several campaigns in 2025, including the long-running S-U-P-E-R campaign, and attended the 2025 BEA public fair.

Progress was also made in implementing the National Cyber Strategy (NCS). Following the establishment of the National Cyberstrategy Steering Committee the previous year, operational implementation was the primary focus in 2025. A key outcome of these efforts was the design of an NCS implementation forum, intended to review progress in implementing the NCS and support its ongoing development.

Enhanced cooperation with sector-specific CSCs

As part of the Cyber Security Centres (CSCs) programme, the NCSC expanded its cooperation with the Swiss Financial Sector CSC (FS-CSC), the Healthcare CSC and the Rail ISAC in 2025. These partnerships aim to combine sector and industry-specific expertise with the NCSC's work. Through the exchange of threat intelligence and the implementation of joint protective measures, the partners intend to address the growing cyber risks in their respective sectors more effectively.

Outlook – Planning certainty for the sustainable development of Switzerland's cybersecurity landscape

In late 2025, Parliament increased the NCSC's budget, sending a clear signal of support for strengthening cybersecurity. The additional funding will enable the NCSC to continue fulfilling its tasks and investing in technological and human resource development. The NCSC will remain on its proven strategic course and, with the greater certainty for long-term planning it now has, will consistently pursue the objectives of the National Cyber Strategy.
